Then he introduced the instrument he wants the world to play it on: the World Artificial Intelligence Cooperation Organization, a new intergovernmental body headquartered permanently in Shanghai, with 29 founding member nations signing on the spot.
It is, by any measure, a significant diplomatic move — the most concrete institutional bid China has made yet to shape how the planet governs the technology reordering its economy, its militaries, and its information ecosystems. Whether it is also, as Washington immediately warned, an attempt to export "techno-authoritarian governance," depends a great deal on who you ask and which nations you notice on the signing list.
The World AI Cooperation Organization, or WAICO, was unveiled at the opening of the 2026 World AI Conference in Shanghai. Twenty-nine countries signed the founding agreement in the room: a mix that includes Russia, Belarus, Serbia, Cuba, and Venezuela alongside roughly a dozen Asian nations and around ten African states, plus Brazil, Indonesia, Malaysia, South Africa, Senegal, and Pakistan. The organization's stated goals are broad — promoting international cooperation, developing cross-border AI regulation, and widening access to AI's benefits — but its specific commitments so far are concrete and deliberately generous. China pledged 5,000 AI training opportunities for developing countries over the next five years, plus access for 30 countries to a Chinese-built AI meteorological early-warning system.

Notice what's absent from that founding list: no G7 economy, no major Western AI power, and — pointedly — no major U.S. technology firm sent a senior representative to the summit. That absence is not incidental; it is the argument. Beijing's pitch to the assembled nations was explicit: Washington's approach to AI governance has been built by, and largely for, the handful of countries and companies already at the frontier, while China is offering low-cost, open-source models and hands-on training as a public good to countries that have so far had no seat at any AI governance table at all. Framed that way, WAICO reads less like a rulebook and more like a recruitment pitch to the Global South — and for nations weighing infrastructure costs, compute access, and the risk of permanent dependency on whichever bloc gets there first, that pitch has obvious appeal.
The reaction from Washington arrived almost as quickly as the announcement. The U.S. State Department characterized the initiative as a vehicle for exporting what it called "techno-authoritarian governance" — a framing that puts the two capitals on record with two entirely different definitions of what "safe" and "equitable" AI governance actually means, and for whom.
The presence of UN Secretary-General António Guterres at the announcement deserves its own scrutiny, because it complicates the easy reading of WAICO as a purely Chinese initiative competing against a purely Western one. Guterres has spent much of the past two years pushing for exactly the kind of inclusive, Global-South-attentive AI governance conversation that Beijing's pitch echoes, and his attendance lends WAICO a degree of international legitimacy that a unilateral Chinese announcement would not have carried on its own. Whether that presence reflects genuine UN endorsement of WAICO's specific structure, or simply Guterres showing up to any venue willing to put AI governance on the agenda at all, is a distinction worth watching closely as the organization's next moves unfold.
WAICO does not appear in a vacuum. It arrives in the same month that the UN's own Independent International Scientific Panel on AI released its first-ever preliminary report out of Geneva, modeled explicitly on the IPCC's climate assessments, warning that safety safeguards cannot keep pace with AI's capabilities. It follows China's own domestic Implementation Opinions on intelligent agents, which took effect July 15 and created the first legal category anywhere for recalling a malfunctioning AI agent like a defective car. It lands weeks before the EU's AI Act finally gets enforcement teeth on August 2, and in the same stretch that saw Illinois become the first U.S. state to mandate independent safety audits for frontier labs, amid a wider scramble of more than 2,000 AI bills moving through American state legislatures because Washington itself hasn't settled on a federal approach.
Put those pieces side by side and a pattern emerges that is easy to miss if you look at any single headline in isolation: 2026 is not converging on one global AI rulebook. It is fracturing into several competing venues at once — a UN-led scientific dialogue in Geneva, a binding regulatory regime in Brussels, a state-by-state patchwork in the U.S., and now a China-headquartered cooperation body in Shanghai, courting the roughly 120 countries that fit into none of the first three. Whether that counts as healthy pluralism or the early architecture of a genuinely divided AI world depends on whether any of these bodies ever talk to each other, and so far there is little sign that they do.

It's tempting to read WAICO's 29 founding nations as a simple geopolitical bloc, but the list is more varied than that framing suggests, and the variety matters. Russia, Belarus, Serbia, Cuba, and Venezuela bring an obvious alignment with countries already estranged from Western institutions, and their presence is exactly what fuels skepticism in Washington. But Indonesia, Malaysia, Brazil, and South Africa are democracies with substantial trade relationships across both the U.S. and Chinese spheres, and their participation reads less as a loyalty test and more as pragmatic hedging — a way to keep options open while extracting concrete training resources and tool access from whichever power is offering them fastest. For a country weighing where its next generation of AI engineers gets trained, 5,000 fully-funded training slots is not an abstraction; it is a budget line that either exists or doesn't, and China is currently the party offering to write the check.
For all the ceremony, WAICO's actual authority remains almost entirely unproven. It has a headquarters, a founding membership, and a set of pledges, but no described enforcement mechanism, no independent technical evaluation body, and no clarity yet on how disputes between members would even be raised, let alone resolved. That is not necessarily a flaw at this early stage — the UN itself took years to build out enforcement muscle after its founding declarations — but it does mean the honest read of July 17 is that a diplomatic door opened, not that a governance system switched on. What WAICO has accomplished, unambiguously, is proof that a meaningful bloc of nations was willing to walk through that door in public, on the same day, in the same room as the UN's own Secretary-General.
China has run this playbook before, in different technology domains, with mixed but instructive results. Its Belt and Road Initiative offered infrastructure financing to countries the traditional development-finance institutions had underserved, winning real influence in the process while also drawing criticism over debt sustainability and opacity. Its 5G buildout through Huawei followed a similar arc: aggressive, subsidized expansion into markets Western vendors had priced out, followed by years of security controversy once the infrastructure was already in place. WAICO reads like the AI-era version of that same strategic instinct — meet unmet demand first, worry about governance friction later — except this time the product being exported is not physical infrastructure but training data pipelines, compute access, and the tools to build sovereign AI capacity from close to zero.
What makes this iteration different is the explicit institutional framing. Belt and Road was financing; 5G was hardware sales. WAICO is presented as a governance body with a permanent secretariat, meaning China is not just selling AI capability to the Global South, it is offering to help write the rules those countries will use to govern it. That is a meaningfully larger ask, and a meaningfully larger opportunity, than either of its predecessors.
For the roughly 120 nations that belong to none of the world's major AI blocs, this fragmentation is not an abstract diplomatic curiosity — it is the actual menu of options on offer. A country deciding how to build AI capacity into its hospitals, schools, or disaster-warning systems now has to choose, in effect, whose infrastructure, whose training pipeline, and whose values it is buying into, because none of these venues yet offer interoperable standards. WAICO's real test will not be its opening ceremony. It will be whether, a year from now, any of its pledged training programs and tool-sharing agreements have actually been delivered — and whether Washington, Brussels, and Geneva have found any way to talk to Shanghai in the meantime, rather than past it.
